Wanda M. Johnson, J.D., founder, PREEMPT, Corp., oversees all operations on behalf of the company that provides Labor & Employment preemptive strategies and solutions to private industry and the Federal Government in PREEMPTing Discrimination and Empowering Entrepreneurs in the EEO-HR industry. PREEMPT is a successful graduate of the SBA’s 8(a) program and is currently a GSA Certified, EDWOSB business that has been awarded millions of dollars in Federal contracts. In addition, PREEMPT/ Wanda is a graduate of the Goldman Sachs 10,000 small businesses program that encourages small business growth.

In addition, Wanda has a legal background which she utilizes to ensure that PREEMPT and its personnel remain in compliance with employment laws while providing outstanding services. Wanda has expertise in the areas of human capital, discrimination, harassment, service contract and wage-hour laws, union/management-labor relations, investigations and various other human resources and labor areas. Because of her expertise in these areas, Wanda is responsible for the recruitment and retention of highly skilled consultants that operate on all projects.
Prior to founding PREEMPT, Wanda practiced extensively in the areas of labor and employment law, including serving as an enforcement attorney with the U.S. Department of Labor’s Solicitor’s Office and also serving as defense counsel for many Federal government contractors. During Wanda’s tenure with the Department of Labor, she was responsible for assisting the government in collecting millions of dollars in back wages from numerous companies and Federal contractors. Also, Wanda has extensive experience debarring Federal contractors pursuant to the Service Contract Act as well as defending Federal contractors against debarment as well.
In addition to previously practicing as a labor and employment attorney, Wanda has served as a judicial law clerk to the Honorable Michael L. Rankin, District of Columbia Superior Court and her professional affiliations include: the Redding House Foundation, Board of Directors, HU SBDC, SHRM, Human Capital Institute, Delta Sigma Theta Sorority, DC, MD and PA Bars and has served previously on DC Procurement Task Force and has lectured to various DoD Mentor/Protégé firms, SBA, SCORE and other organizations. Wanda holds a law degree from Howard University, a bachelor’s degree from Delaware State University and is a Certified Mediator.
